Engr. Fidelis Nwibo Nwankwo (born November 16, 1955) is a Nigerian[1] politician, Mechanical Engineer-Consultant, and a retired civil servant who also served as the Minister of State for Health[2] during former President Goodluck Jonathan[3] administration. His key landmark achievement as Nigeria’s Minister of State for Health is the Nigeria's exit from the list of polio endemic countries. He was preceded by Dr. Khaliru Usman and succeeded by Osagie Emmanuel Ehanire[4]. He is a foundational member of Nigeria People’s Democratic Party[5], (PDP).

Engr. Nwankwo served as a National Electoral Commissioner, Independent National Electoral Commission, (INEC), (1999-2004). Engr. Nwankwo was the Chairman, Committee on Planning and Strategy, PDP gubernatorial campaign Committee for Governor Martin Elechi, 2007, and the Director General, Ebonyi State Gubernatorial Campaign Committee of Governor Dave Umahi[6] Election for 2015 and 2019. Engr. Nwankwo was appointed a member of Governing Council, Federal University of Petroleum Resources, Effurun (FUPRI) Delta State (2009-2012), Council of Nigerian Mining Engineers and Geoscientists, (COMEG), Abuja (2010-2012) and Chairman, Governing Council, Ebonyi State College of Education, Ikwo[7] (2015-2021).

Early Life and Education[edit]

Engr. Nwankwo was born in Ndi–Epete, Ezza-Inyimegu Community[8], Izzi Local Government Area[9] of Ebonyi State[10], Nigeria, to the family of Nwankwegu Ogenyi.

Engr. Nwankwo attended Izzi County Council School, Ndiamadi between1962-1967 and Izzi County Council School, Ndinwamgba where he obtained First School Leaving Certificate (FSLC) in1971. He proceeded to Community High School, Ezillo, between 1973-1978 and obtained West African School Certificate (WASC). He went further to University of Nigeria, Nsukka[11] between1978-1983 and obtained bachelor's degree in Mechanical Engineering (B.Eng., Mechanical Engineering).

Political Career and Political Ambition[edit]

Engr. Nwankwo is a foundational member of Nigeria’s People’s Democratic Party (PDP). Engr. Nwankwo’s early sojourn to politics began as a founding member of Liberal Convention—one of the 13 political Associations during the Babangida[12] administration that later merged with other associations to form the Social Democratic Party[13] (SDP) in (1989). He later won election under SDP as Chairman of Izzi Local Government Area in old Anambra State in 1990.  He is also a founding member, Democratic Party of Nigeria (DPN) in 1998 under the General Sani Abacha regime. He was a convener of the Peoples Democratic Party in Ebonyi State in 1998, was one of the 7 persons given the flag of PDP in Abuja and mandated to establish the party in Ebonyi.

He was the Ebonyi State Coordinator, Obasanjo/Atiku presidential campaign in Ebonyi State, 1998/99. Gubernatorial Aspirant, Ebonyi State PDP, 1998. He was the Chairman of Committee on Planning and Strategy, PDP gubernatorial campaign Committee for Governor Martin Elechi in 2007. He also served as the Director General, Ebonyi State Gubernatorial Campaign Committee of Governor Dave Umahi Election for 2015 and 2019.

Engr. Nwankwo still has his eyes on the Governorship seat of Ebonyi State ahead of 2023 where incidentally it is expected that the zoning principle should favour his Izzi clan. Humane, urbane and extra-ordinarily humble, Engr. Nwankwo has remained a loyal Party man to his belief in the dreams and philosophies of the opposition People’s Democratic Party- where he has made tremendous contributions to its growth, unity and progress.

Public and Private Sector Life[edit]

After Engr. Nwankwo's degree program, he was mobilized for the one year compulsory National Youth Service. He served at Federal Capital Development Authority[14], (FCDA) between1983/1984. Engr. Nwankwo served as the Minister of State for Health during former President Goodluck Jonathan administration. His key landmark achievement as Nigeria’s Minister of State for Health is the Nigeria's exit from the list of polio endemic countries. He was preceded by Dr. Khaliru Usman and succeeded by Osagie Emmanuel Ehanire. From 1985-1989, he taught in the then Anambra State Education Commission, Anambra State. Engr. Nwankwo established an Engineering and Consulting Firm, Ogenyi works in 1990, later Ogenyi Nig. Ltd[15]., and currently the Chairman and Chief Executive Officer. He is the founding member, Ndiagu Community Bank, now Ndiagu Micro-Finance Bank [16]and served as the Pioneer Chairman from 1997-2007. He is also a founding member of Chase Express Services Ltd[17]—a Lagos-based Courier and Logistics Company, which he is currently serving as its Board Chairman.

Engr. Nwankwo served as a member, Board of Directors, Anambra State Rural Development Authority (1986-1989). He was later elected as Chairman of Izzi Local Government Area (under SDP) and served between 1991–1993. He was then appointed a Managing Director/Chief Executive Officer of Nigeria Cement Company PLC[18] (Nigercem), Nkalagu and he was in office from1996-1998. He became the National Electoral Commissioner, Independent National Electoral Commission (INEC) and served from1999-2004. Engr. Nwankwo was later appointed as a member of Governing Council, Federal University of Petroleum Resources, Effurun (FUPRI) Delta State (2009-2012), member of Council of Nigerian Mining Engineers and Geoscientists (COMEG), Abuja (2010-2012) and Chairman, Governing Council, Ebonyi State College of Education, Ikwo (2015-2021).

Governmental Committee[edit]

Engr. Nwankwo was appointed a member of Ebonyi State Economic Advisory Committee, (under Governor Martin Elechi) from 2007–2010. He was the Chairman of Technical Committee on Ebonyi Cement Company (under Governor Martin Elechi) from 2009-2011 and member, Peace Committee, Ezillo/Ezza-Ezillo Disturbance. He was also appointed Chairman of Committee on Rehabilitation of Nigerian Cement Company Plc. (Nigercem) in 2015 and a member of Committee on Higher Education in Ebonyi State (under Governor David Umahi) in 2017.

Philanthropy[edit]

Engr. Nwankwo established Engr. Fidelis and Jane Nwankwo Educational Foundation in 1999. The Foundation promotes the cause of Education in Izzi Clan with a Core mandate of awarding full tuition scholarship to indigent but brilliant students of Izzi clan origin in Nigerian Universities. Since inception in 1999, the foundation has awarded scholarship to over 80 students including the current one that are 18 in number.

Awards[edit]

Engr. Nwankwo won the Jimmy and Rosalyn Carter award[19] on Guinea worm eradication and improved health Facility, as Chairman of Izzi local Government Area from 1991-1993. Significantly, the award was given after expiration of office and came with a cash prize and was in the recognition of outstanding performance in eradication of Guinea Worm in Izzi LGA, and general performance in Primary Health Care.

Chieftaincy Titles[edit]

Engr. Nwankwo's chieftaincy titles include: Omerugofuru, given by Agbaja community; Enyanwu Awaru Oha by Ndieze Community  and Odeligbo by Ezza-Inyimagu Community all in Izzi nation in Ebonyi State.

Personal Life[edit]

Engr. Nwankwo is married to Jane Nwokporo Nwankwo (Nee MBAM) and together they have 4 Children (2 Boys and 2 Girls). His permanent address is at Oyege Village, Ndiechi Community in Izzi Local Government Area of Ebonyi State while his two residential addresses are at No. 8 Amagu Street, Abakaliki, Ebonyi State and House 3, B Close, Adkan Estate, Gwamwna II, Abuja, Nigeria respectively.
