The Adminstrators' notice boards -- WP:AN and WP:ANI -- cannot become a place where editors can come to make value accusations against other editors with no or minimal evidence, and then wait to see who shows up to prop up and pump up the charges. Such floating of trial balloons not only violates the assumption of good faith, it is also detrimental to the community by its undermining of collegiality between editors.
If an editor behaves in a manner that is disruptive or violates other policies, their behavior should be examined and their culpability explored by the community to determine if any sanctions are necessary to protect the project from their activities, but that is impossible to do in the absence of evidence. Charging another editor with
