Germany was very frustrated with the effective naval blockade that Britian had. They broke the Sussex Pledge. This pledge was made to limit submarine warfare. Because of the German's actions, the United States severed diplomatic relations with Germany. German Foreign Secretary, Arthur Zimmermann, sent a message to Mexico. This message stated that if Mexico went to war with America, they would receive their recently lost states and money and weapons from Germany. These threats were eventually showed to the United States' Congress and led to the United States declaring war to Germany in 1917.
