The season kicks off with the Pacific Cup "Champions League" style tournament between VISL and FVSL. VMSL dropped out this year.[1]

A total of 10 teams will compete in the league, 8 teams from the 2011-12 season and 2 promoted teams from VISL's 2nd Division. Based on last season, BC Cup seeds are Division winner, Jackson Cup winner, Division runner-up, Jackson Cup runner up, then by rank in the division. the Jackson Cup is contested by divisions 1 & 2.
