This article presents the monthly progress of the anti-corruption drive in Romania as required by the EU through the Mechanism for Cooperation and Verification. The judgements and resulting convictions are definitive and cannot be appealed.

Despite some improvement, corruption remains a serious problem in Romania. Romanian law and regulations contain provisions intended to prevent corruption, but enforcement is generally weak. However, investigations and prosecutions in corruption cases involving medium- and high-level officials have continued throughout 2014 and 2015.[1]

June[edit]

A total of 38 judgements were handed out which convicted 141 defendants, which included: 6 prosecutors (incl. a former CSM counsellor), 1 judge, 2 police officers, president of the Chamber of Commerce, 60 employees of the Moraviţa Customs office, 5 teachers (Baccalaureate exam), a general manager of a state-owned company, president of a state funds equity company, etc.[2]

The sentences imposed against the 141 defendants are between an 18,000 lei criminal fine and 8 years imprisonment.

A total of 30 judgements were handed out which convicted 66 defendants, which included: a prosecutor, a judge, three mayors (1 city, 1 Bucharest district, 1 commune), a deputy mayor of a city, a police officer, a ISU officer, two road inspectors, a customs official, etc.[3]

The sentences imposed against the 66 defendants are between a 3,400 lei criminal fine and 11 years imprisonment.

A total of 23 judgements were handed out which convicted 43 defendants, which included: a county council president, a judge, a prosecutor, a clerk, two lawyers, two mayors,two deputy mayors, the president of the Central Committee of Referees within the Romanian Football Federation, a deputy chief of a County School Inspectorate, etc.[4]

The sentences imposed against the 43 defendants are between a 6-month suspended sentence and 7 years imprisonment.

A total of 32 judgements were handed out which convicted 128 defendants, which included: a senator, two managers of a state-owned company, two branch managers at state-owned company, a directorate head of a county branch of a public institution, two judges (incl. a former CSM member), a senior prosecutor, a lawyer, seven MAI officers, 62 border police (from the Vama Siret case), seven customs officials, three mayors, etc.[5]

The sentences imposed against the 128 defendants are between a 5,000 lei criminal fine sentence and 12 years imprisonment.

2014[edit]

In 2014, 1,138 officials and businessmen were convicted by definitive judgements.[6]

November and December[edit]

A total of 60 judgements were handed out which convicted 129 defendants, which included: a deputy secretary of state, a deputy mayor of a city, a senior prosecutor, a prosecutor, eleven directors/managers in various state institutions (including three executives from the Romanian Post and a director from APIA), a university professor, three lawyers, three police officers and three mayors of communes, etc.[7]

The sentences imposed against the 129 defendants are between a 50,000 lei criminal fine sentence and 10 years imprisonment.

A total of 31 judgements were handed out which convicted 66 defendants, which included: two prosecutors, three lawyers, a vice-president of a political party, four police officers (including a deputy chief of the IPJ), a commander at the School for NCO Firemen, two policemen (agents), three commissioners at the Financial Guard, two mayors, one deputy mayor, two executives at the Romanian Railways, a director at APIA, two directors in the forestry department.[8]

The sentences imposed against the 66 defendants are between a 20,000 lei criminal fine sentence and 8 years imprisonment.

A total of 22 judgements were handed out which convicted 41 defendants, which included: two prosecutors, one lawyer, two police officers, two policemen (agents), one coordinating director at the Finanical Guard.[9]

The sentences imposed against the 41 defendants are between a 25,000 lei criminal fine sentence and 12 years imprisonment.
