[edit]Despite the existence of public toilets and sewage disposal facilities elsewhere on the island, boaters in Guam would sometimes discharge their waste material into local waterways near Nimitz Beach in the early 1980s, an act that was illegal under territorial and United States federal law. At the time, there were no public toilets at the marina itself, and building them was still in a discussion phase.[1]
