Dr. Raymond E. Turner aka Dr. Ray Turner is an African American scientist,who earned his PhD in Polymer Chemistry from what is now NYU Poly in 1986,. He is believed to be the first home grown scientist to be honored by the city of Portsmouth in the Commonwealth of Virginia, since its establishment in 1752. Portsmouth is located on the western side of the Elizabeth River directly across from the City of Norfolk. In 2006 when Dr. Turner was selected as a notable by the citzens of Portsmouth, Virginia, he was collaborating with the Center of Materials Science and Engineering at MIT to integrate his community college-university research program into the standard research model known as UROP. The original intent of Dr. Turner, who created and implemented his vision for nearly two decades was to empower underrepresented minorities to pursue careers in science and engineering using Boston as a model hub for a global teaching and learning matrix. The program was later expanded to include all community college students. Now integrating a the MIT UROP, the program originally known as the M.A.T.R.I.X., continues to grow from its beginning in 1990. These outreach programs, ATOMS [1] and the MATRIX [2], were partly funded by NIH,[3] and NSF [4].
