It is located in the intersection of San Luis and Corriente streets, in the heart of Rosario's downtown. (San Luis 1384). It was designed by Ángel Guido in 1925.Guido is a worldwide recognized architect due to his design of the National Flag Memorial (Argentina); he was a multifaceted man, writer, engineer, urban planner and historian. The style of the construction is eclectic neo-colonial and was in the hands of Victor Avalle, who finished it in 1925.

The interior of the building was decorated by Alfredo Guido, borther of the designer, who was a great painter from Rosario, trained in the School of Fine Arts.

The house has a mural by Alfredo Guido, sculptures of Luis Rovatti and work for the ceramist Jose de Biksandi.

In the ground floor there are several commecial shops and on the upper floor was the house of Teodoro Fracassi and his wife Sara Avalle.
