Richard Toscan was dean of the Virginia Commonwealth University's School of the Arts.[1] He was succeeded as dean by sculptor Joseph H. Seipel.[2]

During his administration, the VCU Quatar branch school of the arts was established.[5] the school remained despite military presence.[6]

Toscan was awarded [7] Beverly Reynolds cited the influence of Toscan in the beginning of the Institute for Contemporary Art at VCU.[8] Resistance to the design of the ICA building was expressed by some citizens of the city of Richmond.[9]
