About: Mohammed Noor Al Nabi (1 January 1938 -) is a Bahraini town planner and author. He served as a town planner at the Physical Planning Directorate from 1971 to 1975, and as Chief Town Planner and a government advisor from 1975 until his retirement in 2009. Noor Al Nabi pioneered modern town planning in the Kingdom of Bahrain.

Early Life: Noor Al Nabi was born in Noakhali District in the Province of Bengal in British India to a landlord family. He completed secondary education in Begumganj High School and his initial higher education in Comilla Victoria College under the renowned Akhtar Hameed Khan.

In 1962, he graduated in Civil Engineering from the University of Engineering and Technology in Dhaka. Then, in 1965, he achieved a Master of Civic Design from the University of Liverpool, which was the first institution to offer an academic master degree in this subject. In 1968, Noor Al Nabi became a qualified member of the British Royal Town Planning Institute, and he attained the status of Fellow in 1983.

In 1969, Noor Al Nabi married Rokeya Fahimmuddin Ahmed - the daughter of Dr. Fahimmuddin Ahmed, who served as the Director of Public Health in East Pakistan. In 1970, Noor Al Nabi immigrated to the Kingdom of Bahrain, having been recruited as an advisor in the newly-established Physical Planning Directorate. The couple raised three children in Bahrain. Career Noor Al Nabi played a key role in urban physical planning during the development of the Kingdom of Bahrain. As Chief Town Planner, he worked closely with His Highness Sheikh Abdulla Bin Khalid Al Khalifa - and his son His Excellency Sheikh Khalid Bin Abdulla Al Khalifa - alongside numerous other Ministers in the Government of Bahrain.

In 1968, the Cabinet approved the master plan for overhauling Bahraini development. Although originally proposed by his predecessor, Mr. A.M. Munro - who had been sent by the British Ministry of Overseas Development as an advisor - Noor Al Nabi was responsible for leading its successful implementation.

Noor Al Nabi succeeded Munro at the start of the implementation process, and subsequently became responsible for the master planning of major towns and settlements. These included Manama, Muharraq, Riffa, Budaiya, Hamad Town.

Subsequently, he served as an Advisor to the Planning Coordination Board and member of the Traffic and Planning Board. After his retirement in 2009, Noor Al Nabi authored a book about his career - The History of Land use and Development in Bahrain - which was published by the Information Affairs Authority in 2012.

Works: Noor Al Nabi personally identified the planning site for Hamad Town, which became one of his most well-recognised town planning works. It was conceived as a new township while still preserving the integrity of the surrounding historic burial mounds. This conscientious approach emerged as a central focus during the planning process, carried out in close coordination with the Technical and Survey Departments.

In addition, Noor Al Nabi further planned other modernisation changes, including the extension of the capital Manama and the majority of the Northern settlements in the Kingdom of Bahrain. Due to the success of his planning and implementation, these remain densely urbanised today.
