H.E. Dr. Jouan Salem Al Dhaheri (21 July 1948 – 27 April 2013) He was best known for his position in the Supreme Petroleum Council, where he served as Secretary General and Member of the board, and for his role as Minister of State and Advisor to the President and Head of State. Thanks to his enduring professional career, he earned himself an influential role in Emirati economics and politics. Since his was passing in 2013, Dr. Jouan Al Dhaheri is held in high regard as one of the longest serving officials in the United Arab Emirates. [1]
Biography
[edit]Early life
[edit]Jouan Salem Al Dhaheri, son of Salem and Aisha, was born on the 21st of July, 1948, in the city of Al Ain. He spent the majority of his childhood in his place of birth, which is the second largest city in the Emirate of Abu Dhabi. Sheikh Shakhbout, after seeing Jouan’s great academic potential from an early age, sent him abroad to obtain his higher education. Jouan went to Scotland in 1961 and more than a decade later, at the age of 25, he returned to his homeland just prior to the formation of the United Arab Emirates in 1972.
Children
[edit]Dr. Jouan Al Dhaheri and his wife have raised two daughters and three sons. His sons, Mohamed, Humaid and Abdulla have continued in the footsteps of their father by continuing to grow the family's real estate interests, whilst also each pursuing their own respective careers.
Career
[edit]During his early career, Jouan Salem Al Dhaheri was assigned to work in the local police department. His good worth ethic was immediately evident, and he frequently earned high praise from the ruling family. Noticing his talent and dedication, Sheikh Khalifa bin Zayed Al Nahyan has issued a decree to restructure Department of Finance, whereby Jouan became Undersecretary Department of Finance. During his new role, he worked closely with the Chairman H.E. Habroush Al Suwaidi and the Dubai Finance Department Sheikh Hamdan bin Rashid Al Maktoum in order to establish strategic policies and standards which were in line with the goals of the Central Bank of the UAE. This role drove Jouan to appreciate the value of education and promoted him to further develop his academic career. He decided to pursue a PhD in Accounting & Finance, and thus became one of few Emirati’s citizens to be awarded a doctorate in Philosophy of Finance and Accounting from Hull University 2002. Jouan’s strong academic performance and worthy of trust work ethic prompted Sheikh Khalifa bin Zayed Al Nahyan to appoint him as his personal advisor.
Positions
[edit]As his professional career made significant advances, Jouan managed to become Vice president of both the Abu Dhabi Investment Authority (ADIA) and the National Bank of Abu Dhabi, as well as a member of the Executive Council. He also held a position as Chairman of Department Municipalities and Agriculture and the Department of Social Services and Commercial Buildings. He was most renowned for his role in the Supreme Petroleum Council, where he served as a Secretary General, and for his service as Minister of State and Advisor to the President and Head of State.

Death
[edit]Jouan Salem Al Dhaheri passed away on 27th of April, 2013, due to complications with respiratory illness. He was honored by Sheikh Khalifa, alongside other prominent Emiratis, for his participation in the development of the UAE. As such, Dr. Al Dhaheri was posthumously given the Presidential Appreciation Award by the president himself.
Legacy
[edit]After Jouan’s death, his sons, Humaid Al Dhaheri, Mohamed Al Dhaheri, Abdulla Al Dhaheri continued his legacy by taking over the family’s property business, the Jauan Salem Establishment, which dates back to the 1970s. The three sons leadership over the company has been successful; it has a well diversified portfolio of properties in the UAE and the United Kingdom. The Jauan Salem Establishment is also currently expanding into the hospitality sector as the Al Dhaheri’s moved their attention to the acquisition and construction of hotels.
