A common cause of dissent about administrative actions is whether WP:INVOLVED applies. Note that WP:INVOLVED redirects to Administrators#Involved admins and thus WP:PAG#ranks as policy. What will often happen is an admin will (for example) block somebody with whom they have previously interacted. Somebody will complain that the admin was involved, and the admin will counter that the previous interactions don't count.
