"Quote farm" is an essentially meaningless phrase that has no basis in Wikipedia policy. All it means is that a section has a lot of quotes in it; this is usually because some asshole refuses to allow an NPOV summary using encyclopedic language.

The hapless soul trying to keep the article comprehensive will reply with some sources. - "These sources have a bias."
They will be forced to find a source that does nothing but summarize the "controversial" section. - "Well, rewrite the section using that summary."
They do so. - "That's not what the sources said! You rephrased it as such-and-such."
