Notability is well-named, but there are some implications the word carries that can distract.
There are times when editors will discuss whether or not a subject deserves an article in the context of notability—often within the context of deletion.
Notability is not based on whether a subject deserves an article, but rather whether it warrants an article.
Notability is a guideline that helps to ensure verifiability, helps to ensure neutral point of view, helps to ensure no original research. It also helps to ensure some aspects of What Wikipedia is not.
