Eldar Rzayev (In Azerbaijani Rzayev Eldar Həmid oğlu) born 17 July 1968, Baku – Deputy Head of the Protocol Service of the President of the Republic of Azerbaijan – Head of Protocol Division of the First Vice President[1], State Councilor of 2nd degree, Extraordinary and Plenipotentiary Ambassador[2].
Life[edit]
Eldar Rzayev is born on 17 July 1968 in the city of Baku. In 1991, he is graduated from the Oriental Studies faculty of the Baku State University. Later, he has continued his education at the training courses of the Ecole Nationale d’Administration (ENA) of the French Republic. He has completed his military service.
In 1994, Eldar Rzayev starts to work at the Ministry of Youth and Sport. Since 1995, he is admitted to the Ministry of Foreign Affairs by holding various posts at the State Protocol Department, including the post of the Deputy Head of the said Department.
In May 2004, he is transferred to the Protocol Service of the President of the Republic of Azerbaijan. During 2005-2007, Eldar Rzayev holds the post of the head of protocol affairs division of the Protocol Service of the President.
On 18 May 2007, Eldar Hamid oglu Rzayev is named the Deputy Head of the Protocol Service of the President of the Republic of Azerbaijan and the head of division of the said Department on the basis of the Decree signed by the President of the Republic of Azerbaijan Ilham Aliyev.[3]
On 23 June 2017, Eldar Rzayev is named the Deputy Head of the Protocol Service of the President of the Republic of Azerbaijan and the Head of the Protocol Division of the First Vice President by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev.[4]
Eldar Rzayev is given the diplomatic rank of the Extraordinary and Plenipotentiary Ambassador by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev signed on 17 July 2018.[5]
He holds the title of the State Councilor of 2nd degree.
In 2003, the Holy See has awarded him the Order of Saint Gregory the Great (Ordine di San Gregorio Magno).
He speaks English, French, Russian and Arabic.
