Wikipedia is neutral. If we state that something is illegal it's because it has been proved in a court in an appropriate jurisdiction. Otherwise an article might state that there was a controversy, provided this was backed up by reliable sources (see WP:RS), was stated in neutral terms (see WP:POV) and was of course completely relevant to the subject of the article.
