To be clear, just what is it in the rules that prevents public information from appearing on a an online site? For this seems like more than a case of Rules are Rules

Again, read those two links as suggested, because in your response here you're further refusing to assume good faith. To answer your question, for one wikipedia doesn't just post any "public" information, it has rules on reliable sources and primary vs secondary ones.
