Decline reason:

(1) You have not addressed the issue of abuse of multiple accounts, which was the reason for the block. (2) What you have said from another of your accounts indicates that your editing is likely to be for promotion of a person and a business, and nothing you say here indicates otherwise. (3) If you either can't write in English or can but choose not to when posting to English Wikipedia, letting you edit English Wikipedia is probably not a good idea. (That is made even more likely by the fact that the one article edit you have made from this account changed English to French, without any explanation why you did so.)
