The benefits of decriminalization moved back to sandbox

Hi @Amarhenry, I moved your contribution titled "The benefits of decriminalization" back to your sandbox bc it's not ready to be a standalone article. The focus seems to be on drug use, so perhaps it might be better suited for the Drug liberalization article, if that information isn't already present in the article.
