This is a very well organized article and I can see from the history how much work you have put in for this much more easily-understanding layout. The addition of the sections are also very well-thought and important. The article is very balanced between sections, and the content is very neutral. The only thing I would like to see is the expansion of the "Developing Countries" and "Regulation" section. The ways of water treatment must be different between countries with different financial situations. It will give the article a more neutral and balanced perspective if these two sections can be illustrated better.
