[edit]I think you are reading far too much into the phrase. The Foundation clearly does govern and manage the projects. [edit]Hello, the audio file you uploaded to commons at 15:25, 30 July 2005, Image:Trumann hiroshima.ogg, has been nominated to be a featured sound, here. In order to be promoted according to the criteria more information is needed from you. This information is:
- The date and venue of the recording, where they are recoverable;
- The name(s) of the recordist/producer, and for historical recordings, a brief description of the recording equipment, where known;
- Any editing that has been applied to the excerpt by the uploader, such as noise reduction by the uploader (aside from obvious fade ups and fade downs at the start and end), and by others, where that information is recoverable;

I have commented at AIV that perhaps the nature of the edits is too complex to be regarded as "obvious vandalism" and suggested it might be best brought up at WP:ANI - since it involves possible socking, ongoing discussions and article protection.
