Speedy deletion of Alisweb.org

A tag has been placed on Alisweb.org requesting that it be speedily deleted from Wikipedia. This has been done under section A7 of the criteria for speedy deletion, because the article appears to be about web content, but it does not indicate how or why the subject is notable: that is, why an article about that subject should be included in an encyclopedia. Under the criteria for speedy deletion, articles that do not indicate the subject's importance or significance may be deleted at any time. Please see the guidelines for what is generally accepted as notable, as well as our subject-specific notability guideline for web content.

The "Rules" of Wikipedia

Per your request for "the rules of Wikipedia," you can look at the policy guide. The notability guidelines outline what kinds of articles are acceptable and what aren't. There are different policies and guidelines for different things, and you can usually find what you need if you search the help namespace for it (usually even typing it in the search box will direct you there). A lot of the "rules" are just common sense.
