Information icon Before adding a category to an article, as you did to Idiocracy, please make sure that the subject of the article really belongs in the category that you specified according to Wikipedia's categorization guidelines. The category being added must already exist, and must be supported by the article's verifiable content. Categories may be removed if they are deemed incorrect for the subject matter. Thank you. Thanks for the feedback, after a closer look at the guidelines I realized that I incorrectly categorized another film.
However, I fail to see how Idiocracy isn't a film about time travel. The phrase "time machine" occurs four times in the article. Although (spoilers) they might not actually travel back in time in the film, it is an important part of the plot and a prevalent theme of the film. Given the description of the category page is "lists the titles of films that include the theme of time travel," it seems to be an appropriate inclusion.

You're welcome to ask at the Talk page whether other editors feel it's an appropriate category, but I don't see how a film that doesn't involve actual time travel should be categorized as being a film about time travel. I think the category is intended for films in which time travel occurs. But, again, you're welcome to ask at the Talk page for the film, or for the category.
