I still don't understand the reasoning of the ban of the IP address. Probably best to keep it private.

It's just a domestic email address that lies outside of the range specified on the banning.

The IP address you provided actually falls within the range. IP address explains IP address ranges. The particular IP address you mentioned is running a web server. If you enter just the IP address into your browser, you can verify this yourself. Now, this does not categorically mean it's anything other than a residential IP address, mind you.
