I am living in China where access to Wikipedia has been blocked by the government, so in order to access and edit Wikipedia I need to use a proxy service Garthkaspersky (talk) 04:45, 16 June 2017 (UTC)[reply]

True. In that case, WP:IPBE would be the only option as we don't unblock open proxies. Unfortunately, this user may not (may, but may not) meet the criteria to gain IPBE. --Yamla (talk) 21:21, 18 June 2017 (UTC)[reply]
