Links to non-articles on living people

Somewhere (I'm too lazy/busy to look it up) is a policy or guideline saying that one shouldn't redlink to the names of living people. Use of ILLM or a similar template is acceptable, though. (They're also helpful to the more or less polyglot reader.) Thus my edit to the 2009 winners, which I hope illustrates what should be done.
When I set out to revise the 2009 section I simply assumed that Geert van Kesteren would have an article in nl:WP and probably other WPs too. I'm amazed and disappointed that he doesn't. I've used ILLM for Shiga, but the one article about her is in a script that may well be unfamiliar to you. More scrutable examples of ILLM will be found in, say, the article on Gianno Berengo Gardin.
