I am a new user to Wikipedia. I believed I was asking a legitimate question about procedure. i.e How do users resolve these issues where the subject (Kerry Bolton) as libelled, or at the very least treated unfairly. If you read the question in context you will see that I was asking for advice on how Wikipedia resolves such disputes. I asked if there was a resolution framework in place, or was the issue simply ignored and left to the victim to seek redress via legal channels. It seems to me that this ban is more motivated by a desire to remove somebody who is attempting to correct a libellous entry on Kerry Bolton, rather than any real breach of etiquette or rules. I made no "threat". I asked, what I believed to be, a question about the resolution of these type of issues.

(Non-administrator comment) If you didn't make a threat, then you made 'legal'. At this stage of dispute the answer is no, there is no other channel at this point. I am not in the position to discuss anything else further. The best way is to use your reserved right to submit an unblock request -- you may first want to make a cuppa, clear your mind, read WP:GAB and make one, if you wish.
