Hi! Thanks for checking! I provided a link to a site that has a digitized copy of the 1917 Smith-Hughes/Vocational Education Act. The site is a nonpartisan resource on federal education policy history, so I am not sure why it is "unreliable." The document/law is at: https://federaleducationpolicy.wordpress.com/2011/02/19/1917-vocational-education-act-or-smith-hughes-act/ and you can view it yourself and see it is legit.
