This was discussed ages ago that listing Hong Kong (and Macao similarly) as a country would be totally appropriate and they made very good examples: Gibraltar would be Gibraltar but not Gibraltar, UK. It would indeed confuse the audience as

Hong Kong and Macao has totallly different currencies, laws, customs, and border controls with China so it will be confusing when it listed as Blackpink toured in China but only realised that it’s Hong Kong and Macau. Thank you.
