The "Fair Use" rationale you provided is for the article Cover, which would not be acceptable there. You noted that the image was to be used on Bibliothèque nationale de France, but it does not appear that the image was ever placed on the article. To place it there ,however, I believe that you should place a note at Talk:Bibliothèque nationale de France to determine if it is appropriate - and where it would be placed. In addition, you would need to add substantial content to the article that speaks directly to this publication for it to be used within the fair use criteria of Wikipedia.
