I explained above. You were attempting to use Wikipedia as a host of things having nothing to do with Wikipedia. Your userpage apparently had something to do with an NCAA bracket contest. This is not inline with what we expect users to use their user page before. I linked a guideline above that gives you direction on what you can and can't have on your userpage.
