Hi, please see WP:COMMONNAME and WP:JTITLE. The request of the Japanese ministry has of course been discussed on Wikipedia before, but we are not bound by what officials request, instead we try to follow either what the most common name in English sources is, or, what the order the subject personally uses when writing about themself in English.
