Every single living thing in Jefferson and Berkeley Counties doesn't need to be described as being located in the Shenandoah Valley, and the West Virginia Counties should not get precedence. You might want to take a look at WP:CATEGORY. This sort of peripheral detail is often accomplished by means other than inclusion in the text, and usually as a parent category..
