I don't want to derail the discussion there, but is this explicitly instructed by the community or the WMF? It sounds ridiculously silly, but I know we as a community can be ridiculously silly at times. Martijn Hoekstra (talk) 20:29, 29 January 2015 (UTC)[reply]

@Martijn Hoekstra: WMF, specifically the Community Advocacy team. The change was implemented in September last year. My private/fishbowl wiki accounts were renamed to include "WMF" and my global staff rights were moved to the newly-created global "WMF" account. -- Tim Starling (WMF) (talk) 21:43, 29 January 2015 (UTC)[reply]
Semi-related ... also see User_talk:Martijn_Hoekstra#Grand_AI. On those links I've promised, I've re-read Wikipedia:Pending changes/Request for Comment 2014, and I'm drawing a blank ... I know people have at least mentioned the option of a delay before edits show up as an alternative to PC (and/or PC2), but I can't find the conversation.
