This block strikes me as unwarranted and unnecessary, and the questions asked by Daniel Case are inapt. I don't see any evidence of this editor making promotional or COI edits. I don't see any evidence of adding non-notable content either. I think this user is probably just a fan of sports played on the West Coast, like those at San Diego State University.
