Fictional characters only can have articles if they meet Wikipedia's general notability guideline--that is, if there is significant coverage of the character itself in reliable secondary sources (the fictional work itself cannot be the only reference). Simply existing or appearing in a notable work is not sufficient for each fictional character to have an article. You can see the page WP:FICTION for some more information on this. Also, beware arguments about other articles existing--there are lots of articles in Wikipedia that are problematic for whatever reason, but just haven't been dealt with yet.
