See m:Standardize notes.py. Create template. If URL is only known the go to site and get title. For certain URLs {{Cite news}}. If not, {{Cite web}}. SkyBon^{Talk\Contributions} 19:03, 30 May 2009 (UTC)[reply]

Pywikipedia's standardize_notes.py does not seem to do what you say, and is inappropriate for use on this Wikipedia as it does not use <ref> and <references/>. Also, note that the difference in formatting between {{citation}} and {{cite web}} is a matter of contention (see Wikipedia:Bots/Requests for approval/Citation bot 4 for one recent example) and seems to be essentially the same thing as Wikipedia:Bots/Requests for approval/CiteFixBot (also at WP:BRFA at this time).
