These are my thoughts exactly. A manual vandalism and all the other mentioned problem edits is pretty much just human editing. Unless this bot is offering advanced assistance, like ClueBot or Huggle, I doubt this even counts as a bot or script. I also have concerns about operator's competence as seen by poor filling in this form and almost non-existent function details. This hasn't even been transcluded on the main page.
