[edit]Denied. It appears that you are not ready to be a bot operator. The community here on the English Wikipedia expects bot operators to be experienced in editing and familiar with our policies and guidelines. Your account has been registered for less than a month, and has made relatively few edits, which tends to indicate that you simply have not had time to gain this familiarity. Further, your description of this task shows that you haven't really appreciated the difficulties in automatically identifying vandalism or reviewed the current bots that do so. Please edit as a normal editor for a while to gain experience, and when you do come back please go into much more detail as to how exactly your bot will work.
