Function details: Changes all of the uses of {{Non-free media rationale}} into {{Non-free use rationale}} so that {{Non-free media rationale}} can be re-used later. This is part of a project to clean up and normalize all of the fair use rationale templates. It will make an edit every 10 seconds.
