For what it's worth, I Support Oppose the topic promotion because the topic is in fact complete, and while a few of the article may have a few issues, if none of them merit delisting, then there shouldn't be any reason to not promote the topic. Unfortunately, it seems like every time I tackle the bare URLs, self-refs, and the like, more pop up on the articles, and in fact a couple are in pretty bad shape. I'm not going to sink any more time into these articles, so if they are found to be unacceptable in the current state then this can be failed.
