I disagree. That image is CLEARLY the work of an employee of the state government, intended for the public domain. That disclaimer refers to other images on their site, such as the one on this page: http://www.dot.wisconsin.gov/modes/pedestrian.htm (where they attribute the stock photo to AAA, as they do other images to companies). The image in question is clearly a public work, and intended to be used publicly, as part of their buckle-up campaign. -crl620 06:52, 19 May 2006 (UTC)[reply]
