William H. Payne (born July 18, 1951)[1] is a member of the New Mexico State Senate who is the Republican Whip in the State Senate. Payne is a member of the American Legislative Exchange Council (ALEC), and served as New Mexico state leader in 2012.[2]

Payne holds a BA and JD from the University of New Mexico and an MA from Georgetown University. While he was in the United States Navy, he rose to the rank of Rear Admiral.
