The State Duma of the Federal Assembly of the Russian Federation the seventh convocation (Russian: Государственная Дума Федерального Собрания Российской Федерации седьмого созыва) is the current convocation of the lower house of Russian parliament.

The composition of the 7th State Duma was based on the results of the 2016 parliamentary election. Elections were held using a mixed system: 225 deputies were elected on party lists and 225 — in single-member constituencies. Of the 14 parties participating in the elections, only four were able to overcome the required 5% electoral threshold. Two parties and one independent candidate were able to enter the State Duma via single-mandate constituencies.

Until 2020 the chamber will meet in the State Duma building at 1 Okhotny Ryad Street, Moscow. In 2020, it is planned that the State Duma (as well as the Federation Council) will move to a new Parliamentary Centre.[1] However, due to problems with financing, the Parliamentary Centre may not be ready in 2020 so the transfer may be postponed to a later date.[2]

Leadership

Chairman Vyacheslav Volodin

The first meeting, according to tradition, was held by its eldest Deputies, 86-year-old Zhores Alferov and 79-year-old Valentina Tereshkova.[3]

On 5 October 2016, Vyacheslav Volodin was elected Chairman of the State Duma.[4][5]

Election of Chairman

On September 23, 2016, President Vladimir Putin proposed that United Russia nominate Vyacheslav Volodin to the post of Chairman of the State Duma. The majority leader Vladimir Vasilyev said that the United Russia faction will support the candidacy of Volodin.[6][7] On 24 September, United Russia approved candidates for the posts of Chairman and Vice Chairmen of the State Duma.[8] Also, the support Volodin said the head of the faction of the Liberal Democratic Party and "A Just Russia".[9]

Communist Party nominated Dmitry Novikov for the position of Chairman of the State Duma.[10]

After the election, four parliamentary factions formed. The largest fraction consists of 343 Deputies, consisting of 342 deputies from United Russia and one Independent Deputy. United Russia increased the number of their faction by more than 100 seats, thus obtaining a constitutional majority (2/3 of seats). In first time since 2007, two small parties were also able to pass in addition to the four major parties in the State Duma. Both parties have one Deputy, and they are not included in one of the factions. The Rodina party received representation in the State Duma, the first since 2003. Also in the State Duma was the party of Civic Platform, which participated in the elections for the first time.

  2. ^ In elections 343 deputies from the United Russia party were elected. The only Independent MP joined the faction, giving the faction 344 deputies. However, on October 5, Sergey Naryshkin resigned with his appointment as the Director of the Foreign Intelligence Service, reducing the number of deputies from United Russia to 343 MP. Vladimir Zhutenkov resigned on June 9, 2017. 17 June 2017, Oleg Grishchenko, who was elected from the Samara constituency, died. Since then, the number of United Russia deputies is 341 MP. On 10 September 2017, Sergey Yakhnyuk was elected as MP in the by-election in the Kingisepp constituency. 3 October 2017 Vladimir Vasilyev, who was elected from the Zavolzhsky constituency, was appointed as Acting Head of Dagestan. On 6 October 2017, Mikhail Isayev, who was elected from the Balashov constituency was elected as Mayor of Saratov.
