Anyone not connected to the subject should feel encouraged to work on this article. Generally, the COI tag stays for an extended period of time because the material was developed by someone with a conflict of interest and there is an ongoing obligation to inform other editors of this. Now, if all the material was completely replaced by someone with no connection whatsoever, the COI tag would then have no rationale for staying. Stevie is the man! I have no connection whatsoever to McCoy. I deleted ~20% of the article, removing what in my opinion were unnecessary details about the normal responsibilities of McCoy's employment, and also what I considered minor awards.
