I reviewed the website that you noted (btw, how did you find it...my search didn't catch it!) and saw that the user-submitted content matched the signature of the IP who submitted this article to Wikipedia:Articles for creation, which you can see here [1]. I wish I could take credit for catching it, but it was Wherebot, as it was posted at WP:SCV. Let's do this: If you would be so kind as to email the contributor at the address on this page and ask 1) if that is his own work and 2) whether he will license it under GFDL, I'll temporarily blank the article and mark it as just a possible copyvio, so it won't be deleted until we have a chance to investigate the situation further.
