The article states, about the Black Hand: «The Black hand is often confused with the Sabbat or part of the Sabbat, but this is incorrect. The Black Hand hates The Sabbat more than they do the Camarilla, and have reasons for wanting the destruction of both the Lasombra and the Tzimisce. They also see it as their duty to prepare for the rise of the antideluvians..»

However, it does not explain almost nothing about this group. In an attempt to find out, I searched in White Wolf's one wiki, and this was what I discovered: «The Black Hand, or simply the Hand, are the assassins of the Sabbat. They comprise a special sub-division of the Sabbat, a sect within a sect. They are an elite group of vampires recognized as separate from all other members of the Sabbat. The Black Hand is not truly a separate body, however, since all its members are loyal to the Sabbat over all else. »

So, who is rigth on this matter?

They are a faction of the Sabbat akin to special forces. There is more to it, but the WW wiki is almost certainly a far better source. This article has at least a half dozen inaccuracies/mistakes. I have no idea how someone could write this much about the game, and know this little about it.
