Much of the information that is claimed to be copyrighted can be found through a variety of other sources, some managed by the Council and some not. Healthfinder.gov isn't necessarily public domain just because it's a government website. It's only public domain if it was originally written by a federal government employee in the course of their duties as opposed to copying it from elsewhere. All of the other sources are copyrighted by default as soon as they are published. Most of the sites you listed even include explicit declarations of copyright (e.g. volunteer.truist.com states "©Massachusetts Service Alliance." Above and beyond the fact that content is automatically granted copyright as soon as it is published, the Council itself claims "© 2012 Massachusetts Council on Compulsive Gambling" on its website and we must assume that they desire to retain copyright over their unless and until we receive explicit communication otherwise. If permission to release the material under a free license can be granted, then you can follow the steps listed at Wikipedia:Donating copyrighted materials in order for us to verify it and restore the article.
