The one in Ukraine is titled Sloviansk Raion, which is not ambiguous to the title of this article. Since it is possible to encounter references to the Ukrainian district as "Slavyansky", adding a hatnote like you did is very appropriate, but a move wouldn't be. User:Ezhiki - Someone can link to Slavyansky District while having in mind the Ukrainian one, unaware of the existence of another one. Software will not detect a link to a dab, since the target is not a dab. And current software will not detect a link that points to a correct name but wrong article, due to the name being ambiguous. Software can detect hatnotes, but does not know which of the incoming links were not explicitly set to the Russian article, because the Russian article title isn't explicit. 85.180.175.228 (talk) 02:38, 8 November 2017 (UTC)[reply]
Mislinking can occur with all kinds of different setups, but here, since the disambiguation guidelines are pretty explicit about the article having to share the same name before needing a disambiguator, I don't think moving this article out and creating a disambig in its place is a good idea. Piping incorrect incoming links (or, depending on the context, correcting those links) would be a more proper solution, even if it makes the mislinking situation more difficult to detect. That's my take on it, but you are welcome to seek a third opinion on the WikiProject Disambiguation talk page, if you wish to pursue this further.
