Citation Needed? Citation Mandatory![edit]

How can an "encyclopedia" make a claim such as, "Operating out of hubs at Dallas and Houston, the airline provided regional passenger service in Texas and surrounding states for most of its life." and then go on and admit that a citation is needed to substantiate that claim...and put the claim up on the page without the citation?
